Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: positive announcements are released from various governments. Considerable effort is expended on containing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from across the border, a ability enabled by up-to-date information. From witness perspectives, military aircraft that had been dispatched to intercept incoming aerial threats streaked across the sky – modern combat jets delivered to Ukraine by Western partners.
Moments later, Kyiv's missile defense thundered: defensive missiles deployed against a hostile projectile. This was a advanced protection mechanism at work, most likely delivered by Western nations. Every firing shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: perhaps the approaching threat won't hit its mark this time, protecting urban areas from ruin and another blackout.
Ongoing Risks
Following this, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – most likely imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its objective.
Intermittently, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and utility failures in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are evidently unprepared to fill in the near term.
Failed Diplomacy
The comprehensive proposal from Washington provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new approach from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This pattern will, no doubt, continue.
Political Considerations
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration works based on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unfeasible to compel Moscow to relinquish the territory that it already controls in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not shift further in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a total frontline collapse until circumstances change in its favour.
Current Realities
Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their mission will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to terminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, latest revelations, all did their job.
While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
